Looks like according to TSI it was for Non-Superstars, but now as you see at least in the US it's for Superstar Only.
Anyone know who makes it? I think I saw it before?

It's in the superstar calender, that's why it's superstar only. Stardoll just keep releasing them in starplaza as well as the calender.
